BIOGRAPHY

He is a full Professor of Analytical Chemistry since 2018 at Cheikh Anta DIOP University in Dakar, Senegal. After pharmaceutical studies leading to a Diploma of Doctor in Pharmacy (PharmD, Specialization Industry) in 2004, Prof Sarr obtained a Diploma of Advanced Studies in Chemistry and Biochemistry of Natural Products then a Certificate of Special Studies in Control of Drugs and Food at the Cheikh Anta DIOP University in Dakar (UCAD), Senegal.
Then, he obtained a Master in Physico-Chemical Analysis and Control of Medicines and Foods at the UFR de Pharmacie de Strasbourg and then a Doctorate in Analytical Chemistry (PhD) from the same university in 2011.
He was the National Focal Point of the WHO/IFP project of developing and implementing in 5 African Sub-saharian countries, a Pilot course dedicated to SFMP and contributed to the development of the recent WHO SFMP Training Toolkit launched recently. Also, he is the focal point of the West African Post-Graduate College of Pharmacy (WAPCP) in Senegal.
He is the Chair of the scientific committee of the Senegalese National Pharmacists Council and member of the Academic Council of Cheikh Anta DIOP University of Dakar. With more than 50 peer-reviewed and indexed publications related to medicines quality and regulation, food quality, medicinal plants, etc. He is member of several scientific societies and a knight of the National Order of the Lion of Senegal. He is member of the EMP-TC ‘Evaluation of Medical Product-Technical Committee’’.
From 2005 to December 2025, he was responsible of Physico-chemical and Pharmacotechnical Control Unit at National QC Lab which is presently part of the National Regulatory Agency (ARP).
He launched in 2025 a Master degree in Pharmaceutical Regulation in Senegal in collaboration with Enabel to support the regulation workforce building in the region.
Since January 2025, Prof Sarr is the Director of Registration Department, Clinical Trials and Serialization of Medicines and other health products and is working to maintain the ARP WHO ML3 level and to reach WHO ML4.
